Executive/Senior Executive/Assistant Manager Procurement (Procurement Excellence)

Job Description

The successful candidate will be part of Procurement Department in Corporate Planning Division. He/she will lead the development and implementation of enterprise-wide supply chain governance, standards, performance management and continuous improvement initiatives. The role will strengthen supply chain resilience, data quality, process compliance and operational efficiency across Singapore Airlines by working closely with Procurement, Supply Chain, business units and other corporate functions.

 

Responsibilities

1. Supply Chain, Inventory and Data Governance

  • Develop and maintain inventory policies, procedures, controls and operating guidelines covering demand planning, replenishment, inventory holding, stock movements, ageing, write-offs and disposal
  • Lead standardisation of supply chain processes, roles, responsibilities and controls across Business Units, Procurement, Finance, Warehousing, Logistics and other relevant functions.
  • Analyse inventory levels, consumption trends, demand patterns, lead times and supply risks to identify opportunities for optimisation and cost reduction.
  • Improve inventory visibility across locations, categories and business units through standardised reporting, dashboards and supply chain control-tower capabilities.
  • Establish appropriate escalation, root-cause analysis and corrective-action processes for recurring supply chain and inventory issues.
  • Partner with Business Units, Supply Chain and IT teams to drive cross-functional initiatives to improve supply chain planning, inventory management and materials availability for commercial and corporate requirements.
  • Develop, implement and monitor supply chain and inventory KPIs, including demand and supply alignment, inventory availability, inventory turns, excess and obsolete inventory, stock-outs, service levels, lead times, order fulfilment and supplier performance.
  • Contribute to supply risk assessments, business continuity planning and mitigation strategies for critical materials and services.

 

2. Master Data Governance

  • Design, document and maintain the master data governance policy, framework, standards, procedures and operating guidelines for procurement, material and service master data.
  • Establish data quality standards, validation rules, naming conventions, classification structures and approval workflows.
  • Ensure approved master data governance policies, business rules, controls and workflows are appropriately incorporated and configured in the Enterprise Data Governance tool.
  • Monitor the effectiveness of master data controls and MDG processes, including data accuracy, completeness, consistency, timeliness, duplication and compliance.

 

3. Risk, Sustainability and Corporate Governance

  • Lead the department’s risk management agenda, overseeing departmental risk identification, assessment, mitigation, monitoring and reporting.
  • Drive the department’s sustainability agenda, embedding sustainability, ESG and responsible procurement requirements into relevant policies, processes and performance reporting.
  • Lead the department’s IPT governance and compliance requirements, ensuring timely submission of information, accurate reporting and closure of follow-up. actions
  • Strengthen enterprise risk and control effectiveness across procurement processes, master data, systems, compliance and operational continuity by identifying control gaps, implementing mitigating measures and monitoring their sustained effectiveness.

Requirements

  • Degree in Procurement, Supply Chain Management, Business, Finance, Operations Management, Information Systems or a related discipline.
  • At least five years’ relevant experience in supply chain, procurement, operations, transformation or governance.
  • Experience in supply chain governance, process improvement, performance and risk management.
  • Knowledge of procurement transformation, Source-to-Pay, automation, digitalisation, controls and reporting.
  • Experience developing master data governance policies, workflows and controls.
  • Proficiency in ERP, procurement, inventory management or Master Data Governance systems.
  • Strong skills in data analysis, dashboard development, process mapping and root-cause analysis.
  • Proficient in Microsoft Office, especially Excel and PowerPoint; Power BI, SAP or SAP MDG experience is an advantage.
  • Strong analytical, project management, communication and stakeholder management skills.
  • Ability to influence stakeholders, manage priorities and work independently.
  • Relevant professional certification is an advantage.
