Job Description
The successful candidate will play a key role within the Properties Department, overseeing the facilities management of assigned SIA owned and leased premises in Singapore. The role encompasses a wide range of responsibilities, from managing preventive and corrective maintenance to coordinating soft services, project management, internal works requisitions, facility bookings, and more. The candidate will work closely with internal stakeholders, service providers, and regulatory authorities to ensure the smooth, safe, and efficient operation of all facilities under their care.
Key Responsibilities
1. Lead and manage a team to deliver systematic, cost-effective, and responsive maintenance of building equipment, systems, and common services.
2. Oversee the operations of the Building Operations Centre (BOC), ensuring timely and professional handling of service requests, feedback, and complaints from occupants, with issues tracked to closure.
3. Manage and monitor Integrated Facilities Management (IFM) and other FM related service contracts, ensuring performance in line with specifications, SLAs/KPIs, and statutory compliance.
4. Strategically plan and manage energy and utility consumption to support sustainability targets, including achieving Green Mark and energy management goals.
5. Prepare, manage, and control operating and capital expenditure budgets, including forecasting, cost estimation, and tracking of project and maintenance expenditure.
6. Plan and manage improvement and retrofitting projects, overseeing the full project lifecycle from feasibility and design through procurement, implementation, commissioning, and handover.
7. Liaise with authorities, regulatory agencies, and internal stakeholders to ensure compliance with statutory requirements, licences, inspections, and permits related to property and facilities.
8. Assist the Manager in conducting feasibility studies, site assessments, technical evaluations, and lifecycle costing to support FM strategies and initiatives.
9. Manage administrative functions related to building and facilities operations, including procurement, requisition processing, documentation, asset tracking, and service level monitoring.
10. Drive continuous improvement in FM service delivery, maintenance regimes, digitalisation efforts, and customer experience through proactive reviews, root cause analysis, and system enhancements.
11. Conduct regular inspections and audits of service providers to ensure adherence to safety, regulatory, environmental, and quality standards, and close out findings promptly.
12. Collaborate closely with building occupants and business units to meet operational needs, project schedules, and space requirements, including facility bookings.
13. Stay abreast of the latest technologies and best practices, and drive Smart FM, energy optimisation, and digital building initiatives.
14. Lead the IFM team during emergencies such as system failures, fire alarms, or business continuity events, and maintain and test emergency response plans.
15. Promote a strong workplace culture of safety, service excellence, environmental stewardship, and stakeholder engagement within the FM team.
16. Perform any other duties as assigned to support facility management related operations.
Requirements
- Degree in Engineering, Building, Facilities Management, or a related discipline.
- Fresh graduates are welcome to apply. Candidates with relevant internship or work experience in facilities management, engineering, or building maintenance will have an added advantage.
- Basic understanding of FM operations, building services, and systems, including MEP, ACMV, P&S, and fire protection.
- Certifications such as BCA GMAP (FM), SCEM, WEMP, or FSM are advantageous but not mandatory.
- Strong analytical and problem solving abilities, with good communication and interpersonal skills.
- A team player with a proactive mindset and a willingness to learn in a dynamic, fast-paced environment.
- Able to respond to urgent operational matters when required (including after office hours).
- Strong interest in building operations, facilities management, and sustainability practices.
- Knowledge of relevant Singapore codes and regulations (e.g., Fire Safety Act, WSH, BCA requirements).
- Ability to read technical drawings and familiarity with CMMS/Smart FM platforms and basic data analysis (e.g., Excel/Power BI) will have an added advantage.
