Senior Executive/Assistant Manager Learning & Development (Learner Experience)

Job Description

The successful candidate will join the Corporate Learning Centre Department in SIA Human Resources Division. He/she will be responsible for end-to-end operations and continuous improvement of the organization's learning and development (L&D) ecosystem. This role ensures seamless learner experiences, operational excellence, regulatory compliance, effective management of government-funded training initiatives, learning analytics, and strategic workforce development partnerships.


Key Responsibilities

  • Lead end-to-end learning operations for SIA ground staff, including registration, timetabling/scheduling, and resource allocation to ensure smooth programme delivery.
  • Manage the learning ops team and oversee learning facilities/resources, including procurement, inventory, and maintenance.
  • Design, monitor, and continuously improve the end-to-end learner journey from enrolment to certification
  • Establish and manage service level agreements (SLAs), service desk support and issue resolution processing
  • Implement feedback mechanisms and drive corrective and preventive actions to enhance learner satisfaction.
  • Serve as the primary point of contact for government agencies including SkillsFuture Singapore (SSG), Workforce Singapore (WSG), and the Ministry of Manpower (MOM).
  • Manage Training Partner Gateway (TPG) profiles, submissions, and programme administration.
  • Prepare, validate, and submit training grants and funding claims accurately and on time.
  • Coordinate audits/inspections and ensure ongoing compliance by monitoring policy changes and updating SOPs/processes to meet regulatory and quality requirements.
  • Develop and manage the annual learning operations budget (manpower, facilities, technology, vendors, learning resources), including quarterly forecasting, variance analysis, and cost optimisation.
  • Track expenditure and funding utilisation, and maximise government funding opportunities and training grants.
  • Monitor and report departmental learning metrics and KPIs; automate data collection, reporting, and analytics where possible.
  • Ensure strong data governance through validation, reconciliation, Quality assurance, and timely submission of required external/regulatory/accreditation reports.
  • Represent Learning in the Company Training Committee(CTC), partnering with unions/management/business leaders on skills gaps, skills roadmaps and career pathways, and supporting funding applications, project delivery, and stakeholder communications.


Requirements

  • Possess a university Bachelor's degree in any discipline.
  • Advanced Certificate in Training and Assessment (ACTA) or Advanced Certificate in Learning and Performance (ACLP), is preferred.
  • Diploma in Diploma in Adult and Continuing Education (DACE) or Diploma in Design and Development of Learning for Performance (DDDLP), would be advantageous.
  • Intermediate proficiency with MS Office, for example MS Excel pivot table function.
  • Experience with administrator functions of SuccessFactors Learning Management System (LMS) is preferred.
  • Possess positive customer-oriented service mindset.
  • Intermediate business writing and/or design skills.
  • Collaboration in Teams – extensive coordination with internal business units & stakeholders, and external suppliers / vendors.
  • Critical thinking and problem-solving skills – to independently evaluate, analyse, and propose solutions for business challenges.
