Job Description
Responsibilities:
Tender Administration & Contract Management
- Responsible for the preparation of tender documents (including the publication of tender notices), submission of tender evaluation and preparation of award notices and tender contracts.
- Liaise with respective users to gather tender specifications, including reviewing and providing guidance of the tender specifications in accordance to the company’s tender guidelines.
- Ensure that all tenders (including awards) comply to the company’s tender and SGX guidelines for declaration.
- Post-Award Management to ensure that all required documentation are received (security deposit, insurances, signed contract and etc).
- Contract Management duties include providing guidance and advice to users on any liquidated damages, termination or liability matters.
- Monitoring of contracts to ensure that users perform timely renewals of services that are required under the awarded contracts.
- Implementation of Tender and Contract Management software for effective and efficient procurement processes
Category Sourcing and Procurement Operations
- Formulate and execute Sourcing strategies to support user division requirements and assigned categories.
- End to end procurement engagement (Vendor Management, Scope Specifications, RFQ/RFT/RFI/RFP and etc)
- Manage daily operations of the team, including approval of purchase orders, quotation summaries etc.
- Provide oversight to Buyers to ensure adherence to the Procurement policies.
- Assist in the building of team capability and competency development.
- Assist in system enhancement and/or system implementation projects.
- Assist in the coordination and administration of internal and external audit of Procurement.
- Any other administrative work as assigned
Qualifications and Experience Levels:
- Degree, preferably in Supply Chain, Business or Engineering
- At least 2 years’ relevant work experience in Procurement
- Experience in SAP and procurement software such as S/4 HANA, SESAMi/Ariba
- Proficient in Microsoft Office
- Prior experience in system implementation is a plus
- Ability to manage multiple duties and responsibilities at one time
- Excellent organizational and time management skills
- Effective communication and collaboration abilities
- Ability to work independently and as part of a team
