Job Description
Join SIA Engineering Company's Human Resources team as Manager, Talent Management & Development, where you'll lead the design and delivery of a future-ready learning strategy — alongside performance management oversight — for one of Asia's leading MRO (Maintenance, Repair & Overhaul) providers. This role is your platform to shape how our workforce builds skills for tomorrow — from leadership capability to digital adoption and Generative AI — while partnering closely with Talent Management, HR Business Partners, and Industrial Relations to create a seamless learning experience.
Key Responsibilities
- Lead the annual Learning Needs Analysis and design a learning strategy aligned to core, functional, and leadership competencies
- Champion future-skills integration across the organisation, with a strong focus on digital adoption and Generative AI
- Set strategic direction for our Learning Management System (LMS) and oversee curation of a high-quality learning content portfolio
- Source, evaluate, and approve external training providers and vendors
- Own the organisation's performance management framework — administration, governance, and continuous improvement
- Facilitate performance calibration sessions to ensure consistency and fairness in ratings across the organisation
- Evaluate the effectiveness of performance management systems and recommend enhancements
- Elevate the quality and impact of Individual Development Plans (IDPs), ensuring high-potential employees have clear, meaningful growth pathways
- Manage scholarship programmes, from selection through to deployment
- Lead HR committee administration (Staff Committee, Compensation & HR Committee, Posting Committee)
- Partner with Talent Management & Succession Planning, HRBPs, and Industrial Relations to align learning and performance strategy across the organisation, including initiatives affecting unionised staff
- Lead a small, high-impact team
Requirements
- Bachelor's degree in HR, Education, Organizational Development, or related field;
- 8+ years of progressive experience in a dedicated Learning & Development role, including at least 2 years in a management position
- Proven experience owning or administering a performance management framework, including calibration facilitation
- Working knowledge of IDPs, HIPO development, and succession planning concepts
- Experience with scholarship programmes, HR governance committees, or onboarding/employee experience is a plus
- Proven experience designing competency-based learning frameworks and managing an LMS
- A genuine passion for emerging technologies — digital transformation and Generative AI in the workplace
- Strong stakeholder management and the confidence to influence senior leaders
- A collaborative mindset — you'll partner closely with teams you don't directly manage
- High integrity, resilience, and a genuine passion for developing people
